In Wrexham recently 17 households on CoedPoeth and one in Brybo found themselves on the Contaminated Land Register and were facing a significant bill to pay out for the clean-up of the polluted soil
The contamination, which was found in the garden soil, was caused by an old lead works dating from the 1800’s which was nothing at all to do with the residents and understandably caused huge distress to the householders affected.
The discovery was made when Wrexham council carried out soil tests in 2013 which revealed elevated concentrations of lead which could be potentially harmful levels, and as a result required remedial works to make the soil within the garden areas safe.
Not only was this news a financial worry and an alarming health concern, residents also faced a mountain to climb fighting a battle with the authorities, eventually winning their campaign and avoiding the bill for the clean-up costs.
Having won their battle the residents now have to put up with the disturbance of having their lovely gardens dug up and replaced with good soil.
In this instance the homeowners were victorious and the Natural Resources Minister offering to help Wrexham council with the cost of cleaning up the land.
The Minister said: “These costs would ordinarily fall at the door of the polluter or, failing that, the current land owner but given the circumstances we are keen for this to be resolved for the good of all parties concerned and have approached Wrexham County Borough Council offering to contribute to the costs in the interests of the residents”.
The law states that homeowners can be liable if the original polluter can’t be found and contributions from government will not necessarily be available for other such contaminated sites in the future.

WHAT IS CONTAMINATED LAND?
For land to be labeled as contaminated three things must be in place
- A source of contamination, a pathway for it to travel through and for it to reach a receptor. A receptor may be a water course or lake but it can also be water held in an aquifer used as drinking water. The contamination must also be present in sufficient concentrations that harm is being caused.
- As with water, gases given off from the land can cause significant harm.
- Some contaminates can be corrosive or explosive.
